PTA-funded Scotts Mills play structure delayed amid Marion County lot-line issue

Superintendent Kim Kelson told the board that the Scotts Mills PTA has raised funds to install a covered play structure, but Marion County officials flagged a problem when the proposed location sat in the buffer area between two lots the district owns. County staff suggested removing the lot line, which Kelson opposed because it would combine two legal lots and reduce future value and flexibility.
"Marion County wanted us to just remove the lot line and get rid of 1 of our lots, which is a hard no in real estate because what it does is it just automatically... if you ever had to sell that property, the value of it is .5 because you have less lots," Kelson said, describing why she recommended seeking a lot-line adjustment instead. She said a lot-line adjustment moving the line 10 feet could preserve two legal lots and allow the covered structure while maintaining future options.
Board members asked for a site plan and rationale for the placement to help explain any additional cost or delay to the PTA and community. The superintendent said the district will pursue the lot-line adjustment and send board members the requested maps and background information; the change may delay installation but the PTA-funded project remains supported by the district.
No board action was taken; the item was presented for information and the superintendent will return with maps and a recommended pathway for permitting.
