Tom, the district finance presenter, told the board that closing purchase orders and cleaning up encumbrances had improved the district's projection for the general fund. He said the earlier projection of an end-of-year fund balance near $2.36 million had risen to just under $3 million after adjustments.
"Last month, we were projecting, end of year fund balance of about 2,360,000 for the general fund. It's now looking like 2.95, just under 3," Tom reported. He walked the board through a proposed cover-sheet format for monthly financial reports showing both functional and object views of expenditures and discussed timing for when the fiscal year is finalized.
Tom also provided an overview of reserves and contingency under Oregon budget law, distinguishing contingency (a single general contingency line for unforeseen costs that requires board approval to move funds) from unappropriated ending fund balance (a planned store of funds). "On average, most, public Oregon entities budget anywhere from 1 to 10%, for general contingency," he said, recommending the board continue conservative revenue assumptions until final allocations are confirmed.
Board members asked for an educational "budget camp" work session for new members. Tom offered to prepare comparative language from other districts and suggested any reserve policy revision be completed before next year's budget adoption.
