The Silver Falls School District board voted unanimously to adopt the 2025‑26 budget (Resolution 69‑2025‑B) after staff presented updated projections and recommended transfers of appropriations to eliminate unstructured multi‑year deficits. "We are projecting our expenditures to end the year within 0.1% of where we projected those revenues for this year," staff told the board during the financial report.
Earlier in the meeting staff described a proposed transfer of appropriations in the 24‑25 budget intended to eliminate several rolling deficits (food service, Medicaid, facility rental) and to create an interfund transfer starting at approximately $1,096,000. Because the transfer changes are net‑zero across functions, staff characterized the move as internal reallocation to clear unstructured debt while maintaining structured debt such as PERS bonds.
To permit adoption of the 25‑26 budget without meeting the district's formal Policy DB (10% ending fund balance), the board voted to suspend Policy DB for one year by motion. Board members discussed that the projected ending general‑fund balance for the current year is roughly 5% (the packet cited about a 5.05% projection) and agreed to schedule a workshop to revisit Policy DB and potential revisions to its target percentage and scope.
Board President Phil (speaker 1) called for the final vote on the budget adoption and the resolution passed unanimously. The district clerk will publish the adopted budget and related resolution documents consistent with state law.
