Consultants described the most expensive, top‑ranked capital project for Point Roberts — a concept on Gulf Road to replace roadside ditches and many small driveway culverts with an underground storm sewer trunk leading to a Gulf outfall.
"So what we're proposing here, the concept design to fix it, is to just put everything underground," said Alex Boscher of Tetra Tech, describing how inlet restrictions at closely spaced driveway culverts cause ponding and upstream backups that can propagate through a system of culverts.
The presenters said the Gulf Road system transitions from open ditches to an underground storm sewer and that in large events the system can overtop and create cascading backups. The proposed approach would reduce inlet restriction issues by moving flows to a properly sized trunk line. Presenters cautioned the scheme is planning‑level and expensive; cultural resources and the logistics of accessing Point Roberts (transporting materials and contractors across the border) will increase costs and requires archaeological assessments before ground disturbance.
County staff said if the Gulf Road project is incorporated into the county capital plan it would compete with other county priorities and could be delayed without grants or a dedicated local revenue source.
