Superintendent warns $75,000 federal shortfall; district will use reserves for now

During the July 15 meeting, Superintendent Susan told the Seaside SD 10 board that the district had been notified some federal Title funds are frozen or delayed and that, for the short term, the district expects to be "down, about $75,000." She said district leadership will temporarily cover affected programs from reserves.
Susan laid out specific program amounts: the district does not qualify for Title 1 Part C (migrant education) and had already removed Title II-A from the budget; she said Title 3A (English language acquisition) funding of about $21,000 and Title 4A (student support and academic enrichment) of about $54,000 were not expected immediately. On the district's fiscal position she stated, "We have enough funds in reserves for this coming year." The superintendent said the district had set aside roughly $3,300,000 in allocations that provide a buffer.
Board members asked whether the district had issued public notice about using local funds to cover the shortfall; Susan said local media (the Astorian) had been briefed and that she had sent letters to legislators and the White House. Trustees also asked about Medicaid and special-education funding pressures and were told the district anticipated possible reductions in Medicaid and certain Title-based funding in coming months.
Susan emphasized that the short-term funding gaps would not result in a loss of services this year because of the district's reserves and prior budgeting adjustments.
