Seabright stairs committee formed; Windermere tells PRCAC HOA matters are confidential

Anelle told the PRCAC a community committee has formed to pursue reconstruction of the stairs at Seabright, which were a plat condition tied to the development. The committee plans a survey to document how many people use the stairs, how often and for what purposes; Anelle said the group seeks people with legal or land-use experience to advise on HOA and county responsibilities.
Anelle read a statement from Windermere representative Jill Roby: "At this time, updates regarding the cottages at Seabright Farms HOA matters remain confidential under the working relationship between the HOA and Windermere in coordination with Whatcom County. As such, I'm unable to provide specific details for inclusion in your article. However, I can assure you that all parties are actively working towards appropriate resolutions as needed." Anelle said the committee will ask Whatcom County (Mark Personius / PDS) to review plat conditions and enforcement options.
Committee members noted past geotechnical studies (2014) and described the bluff as unstable; they discussed whether the HOA, owner or county would contract for a slope/stability study. No enforcement action was taken at the meeting; Anelle said she left a message for county staff and expects a reply.
