She said the proposed budget will be available to the board on May 6 and that ORCA participation contributes materially to the district's revenue position.
The superintendent (administration) added the district will likely be flat-funded on some state allocations and noted specific federal reductions: "We lost about $42,000 for next year for Title from the federal government." Staff warned that premiums (insurance) may rise and that the district will use reserves and careful budgeting to account for unknown allocations as the budget is finalized.
The board asked questions about pass-through rates and the composition of ORCA fees; staff described a combined sponsoring and management-fee structure that results in an effective pass-through near 4.5 percent and noted long-term contracts (a seven-year renewal with ORCA) that affect future revenues.
