The Select Board spent a sustained portion of its Aug. 3 meeting revising language for a proposed bylaw codification committee and the role of a paid vendor. Board members raised concerns over whether the committee would "conduct" an organizational analysis or instead "support" outside consultants, and asked for clearer lines dividing vendor legal review and committee recommendations.
"This is something that is required again per the town charter," a staff presenter said as background on the codification requirement, and members iterated that the product should prioritize bylaws and regulatory/statutory rules rather than every internal policy. Several board members urged replacing vague phrasing so that the committee has agency to conduct an inventory and produce recommendations, supported by an outside legal analysis when appropriate.
Members also discussed committee make-up and recruitment. The draft calls for five members with municipal governance experience and suggests allowing exemptions for members who sit on other town committees. The Select Board asked staff to revise the language to clarify the vendor's scope versus committee duties and to return a final draft for approval at the next meeting.
The board did not take a final vote on a charge at this meeting; staff were directed to draft a tightened version that spells out the committee's duties, the vendor's legal-review role, and the process for recommending a "revised code" to the Select Board and, where needed, to Town Meeting.
