At the start of the April 13 meeting the board reviewed its public-participation rules and complaint-routing procedures. The minutes state the board "allots 30 minutes to hear persons who desire to make comments to the Board, and the Board asks that comments pertain to public education issues and be no longer than five (5) minutes." The minutes also list permitted, legally allowed responses to non-agenda subjects (state factual information, recite existing policy, propose to place the issue on a future agenda, refer the presenter to the responsible staff member, or ask the superintendent to correct misinformation).
The minutes identify policies for complaint routing by topic: DGBA for employee complaints, FNG for student or parent complaints, and GF for public complaints. Copies of the policies are available in the Superintendent's Office or online at http://www.stamford.esc14.net.
