Enrollment dips, State School Fund estimate cuts projected ending fund balance by about $507K

South Umpqua School District administrators told the board on Dec. 17 that enrollment had dipped again and that the district’s State School Fund (SSF) estimate had declined, reducing projected revenue and tightening the district’s fiscal outlook.
Shy Chapman presented the district’s revenue and expenditure report through Nov. 20, 2025, and reported that the projected ending fund balance for the fiscal year ending June 30, 2026, is $3,954,977. Chapman said the Oregon Department of Education’s latest SSF estimate reflects a drop in student membership from 1,425 to 1,391; that change reduced the district’s SSF estimate by $484,285 and created a cumulative reduction of $507,395 compared with the amount adopted in the budget.
Superintendent Bare told the board the high school experienced the largest enrollment decline; districtwide enrollment was listed as 1,375 with site counts CMS 266, CVS 207, SUHS 413, MCE 248, and TCE 241. Board members said staff will conduct outreach in the new year to understand why families chose alternatives such as homeschooling or online options.
