A staff member said preliminary design work was submitted and that earlier grant funding had been secured by local advocate Bennett Knox, but the marina ownership declined to proceed at the last minute. "He did bust his ****, and he did try and do it, and he actually had everything he needed to do it," the Chair said in a recounting of prior efforts, adding that the marina ownership ultimately refused the agreement. Committee members described complications arising from legacy permits, narrow easement width at the site, numerous ownership changes since the 1970s, and the possibility that foreign ownership can complicate public projects.
Members discussed strategies: improving easement negotiations, exploring economic-development channels to leverage partnerships or incentives, and recognizing limits where private ownership and permit language preclude straightforward county action. The committee agreed the marina and related assets (seawall, stormwater, broadband, sewer) remain on its list of priorities for future engagement but did not authorize immediate action or new county funding.
