Adams said the parcel is between Ohio and Plum streets and "does hold water." Board members pressed him on drainage and sewer capacity; the chair and other members noted the existing line was either "a 6 or a 4" and estimated about 200 feet of run to the sewer. Adams said he would pay for hookups and tap fees, could upsize the line and would work with licensed contractors to update the drain.
After discussion about the land bank's earlier hesitation to approve a sale pending confirmation that the buyer could complete improvements, the board moved to allow Adams to proceed with the purchase and to install the required improvements at his expense. The chair called for a vote and the motion carried.
"My name is Tim Adams. I live here on 638 South 23rd," Adams said when he began his remarks. He later told the board, "I will pay for the hookup," when asked about utilities and drainage.
