"So we're trying to do what makes sense for the 3,500,000 that would increase capacity back to where we were before we had to make these changes," Diana said, describing a range of technical and regulatory constraints. She said staff have been working with DHC consulting for more than two years, will finalize a bid package for lenders and expect to seek bank financing to proceed.
Diana said more extensive upgrades to reach drinking‑water class A standards would cost far more (she mentioned a previously discussed $15 million figure as unrealistic for a community of roughly 1,780 hookups). She proposed holding a town hall in September to discuss options with residents while the project team completes plans and bid materials.
No formal financing vote occurred at the meeting; Diana said the item is in early bank‑discussion phases and that the next steps are producing the bid package and continuing public engagement.
