He noted litigation and extended negotiations had previously delayed progress and that the county is asking applicants to clarify changes to sewer and water proposals and to provide building‑permit details for a proposed modular construction warehouse. Bretherton said the county intends to ensure environmental and amenity commitments in the development agreement are met before approving phased work.
