Hopkinton council places clerk-appointment charter amendment on Nov. 3 ballot

The council approved a resolution authorizing a charter amendment question for the Nov. 3, 2026 general election that would change the town clerk position from elected to appointed by the town council. The resolution would amend the cited home-rule charter sections and, if approved by voters, make the clerk an appointed office with a council-approved contract.
Supporters argued the shift would provide continuity, allow the council to set clear job qualifications and contract terms and avoid the position being repeatedly uncontested in elections. During public comment Henry Raposo asked if the appointed clerk would still be required to be a Hopkinton resident; councilors confirmed residency/qualified-elector requirements remain part of eligibility rules. The council adopted the resolution and the question will appear on the November 3 ballot.
