The Paulsboro Land Use Board on March 4 approved a minor site plan and multiple variances for Pauley’s Bar & Grill LLC at 1311 Delaware Street, with conditions requiring a written agreement with adjacent Camcare medical center for deliveries and trash access and final signoffs from the County Fire Marshal and the construction official.
Chair Robert DeAngelo flagged a safety concern during technical review, noting that seating on the plans exceeded single‑exit limits: "There are 68 seats, not including employees, and only 50 seats are allowed per one exit," he said. The board required the applicant to secure any occupancy adjustments with the County Fire Marshal before final permits are issued.
Borough Engineer Steve Cosaboon told the board that trash and supply vehicles will need to perform a K‑turn across the neighboring Camcare property unless an easement agreement is finalized. Borough Solicitor John Alice said the Resolution memorializing the approval will include the condition that deliveries and trash pickup must be governed by a formal agreement between Pauley’s and Camcare.
Applicant representatives and professionals outlined site constraints and mitigation steps. Engineer Anthony DiRosa said the rear area will require lighting and landscaping even though Delaware Street frontage has insufficient space. The kitchen currently lacks an internal grease trap and Cosaboon recorded that as a construction compliance item. Applicant counsel said the plan includes two‑yard dumpsters, one for refuse and one for recycling, collected by a third‑party hauler: "we will have 2‑yard dumpsters, one for trash and one for recycling," the attorney said.
The board approved the plan on a motion by Mayor Giovannitti, with conditions set during testimony. The approval is contingent on the Camcare access agreement, required corrections to the construction plans (including grease trap details), and final occupancy/egress approvals from the County Fire Marshal and construction official. The board’s Resolution will list those conditions and the granted variances.
