The Paulsboro Land Use Board voted unanimously to approve a preliminary and final major site plan for Ace Truck & Van Wash LLC, authorizing a new car/truck/van wash on Lodge Avenue with conditions including a required 14-foot-high, 140-foot-wide sound barrier to be constructed of materials approved by borough professionals.
Attorney Mark Asselta introduced the application and exhibits; Thomas Phelan and engineer Norman Rogers described operations that keep bay doors closed during wash cycles, eliminate mechanical dryers and rely on vehicles moving away to air-dry. The applicant’s acoustical report said the design meets the applicant’s target limits: "Less than 50 decimals at night, and less than 65 decimals during the day, which the sound study meets the limit." Borough professionals pressed for real-world assurances if doors failed and raised site-plan technical issues including grading, drainage and sign design.
Borough Planner Chris Dochney and Engineer Steve Cosaboon said they would work with the applicant to finalize signage and technical compliance. During the meeting the applicant agreed to a physical sound barrier — "the sound wall will be completed and the variances will be followed as testified," Chair Robert DeAngelo stated during a vote summary — and to coordinate final sign design with borough staff. Traffic consultant Michael Brown reported peak-hour volumes of about 30 vehicles in and 30 out, and the applicant said staff would be on-site around the clock to manage operations and queuing. Jack Henderson moved to approve the application and Vernon Marino seconded; roll-call votes were recorded as unanimous.
The approval includes the conditions discussed on the record: construction of the sound barrier with materials to the borough professionals’ satisfaction, refinements to grading and drainage details, simplified roadside signage per borough guidance, and a prohibition on tractor-trailers using interior wash bays. The board scheduled final technical sign-offs between the applicant and borough professionals before final site-plan close-out.
