Paulsboro board approves site plan for 801 Delaware St., with conditions

The Paulsboro Land Use Board on Feb. 18 approved a minor site plan (Application 25-LUB-004) for a new 3,000-square-foot commercial building at 801 Delaware Street (Block 64 Lot 1) to be used by applicant Kevin Schmidt as a mechanical contracting and storage facility. Administrator Vernon Marino moved to advance the application "with conditions as stated in the testimony" and Mayor Giovannitti seconded; the motion passed on roll call.
Engineer Kyle Humphreys, PE described the proposed single building with four upper windows, a gray-and-red color scheme and siding similar to pole-barn material. Schmidt told the board the site will store off-site materials and supplies that will be returned to customers; deliveries will be made by the owner’s pickup-size truck and "the building will be 75% empty most of the time." The driveway will be on Monroe Street, and sidewalk repairs on Monroe are part of the plan.
Board professionals flagged several requirements that must be settled before construction. Borough Planner Richard Asirifi and Borough Engineer Steve Cosaboon asked the applicant to work with them on site lighting (the planner urged as much corner lighting as practical), fencing (the applicant proposed a 4-foot fence at the rear and Delaware Street side), and dumpster/staging arrangements (Schmidt said dumpsters will be stored inside the building). The planner noted the parcel is in a redevelopment zone that may reduce parking requirements; Cosaboon confirmed both Monroe and Delaware streets are zoned C-1.
The board approved the application subject to a set of conditions the applicant must provide to the borough and construction office before building permits are issued: finalized landscaping, a lighting plan, fencing details, a performance guarantee for the driveway apron, variances for parking and loading areas as required, and building renderings showing style and color. The board’s solicitor also confirmed the Board will review permits to ensure consistency with the conditions before construction begins.
