55 Main Street application deemed complete; public hearing set for Dec. 17 pending traffic study

The Borough of South River Planning Board voted to deem the application from 55 Main SR Urban Renewal, LLC (Block 151 Lots 1,2,2.01,3,7) complete and carried the matter to a public hearing scheduled for Dec. 17, 2024, provided the applicant completes the traffic study. John Deluca, Esq., representing the applicant, said the applicant supplied a Phase I environmental report and submitted responses dated Nov. 8 addressing the Bignell (Nov. 7) and CME (Nov. 6) reviews.
Engineer Bruce Koch told the board he had "no issue with the waiver of the Environmental Impact Statement (EIS) as long as CME can ask for information during construction to make sure the property is suitable from the environmental standpoint for the proposed use." He added that an LSRP sign-off will be requested to confirm the site is suitable for residential occupancy. Planner Todd Bletcher and the applicant said the traffic study is being updated and will be presented at the Dec. 17 hearing. Several board members — including Cynthia Urbanik and Cynthia Wilk — expressed ongoing concerns about parking and asked that a printed parking plan be provided at the public hearing.
The board motion to deem PB-2024-05 complete and carry it to Dec. 17 was moved by Mr. Giannakopoulos and seconded by Jesse Hare. Roll-call votes in favor: Byrne, Giannakopoulos, Hare, Almeida, Zammit; opposed: Urbanik, Wilk; abstained: Guindi. The motion carried with five yes, two no and one abstention.
