Troup ISD reports 15.9% special education enrollment; TEA monitoring scheduled in 2028

Julia Evans of Arp-Troup SSA presented the annual special education update required under TEC 29.0012. She reported that 15.9% of Troup ISD students are served through special education, slightly above the state average of 15.5%, and said statewide special education enrollments have risen about 72% since 2017–18. Evans said part of that increase is attributable to adding dyslexia under the special education umbrella.
Evans reviewed how TEA evaluates districts on STAAR and EOC performance for special education students and on disciplinary rates for students served through special education. She also noted that district residents who do not attend Troup schools may still be evaluated and receive an IEP, and that TEA cyclical monitoring will place Troup ISD on the rotation for 2028. The presentation included an explanation of disability codes and service categories used in state reporting.
