The City of Zillah City Council on Aug. 19 approved Ordinance No. 1586, which adopts standards for public right-of-way excavations and establishes a permitting process for construction in city rights of way. Councilmember Brian Williams moved to approve the ordinance and Councilmember Janice Gonzales seconded; the motion passed unanimously after the council rescinded an initial vote to correct the ordinance number.
City Administrator Michael Grayum and Public Works Director John Simmons reviewed the ordinance in study session before the council vote. The ordinance replaces the previously referenced ordinance language and is intended to standardize how contractors and staff manage excavations in the right-of-way to reduce repeated digs and to clarify restoration and permit requirements. The council discussion focused on aligning the ordinance text with the City Engineer’s recommendations and ensuring administrative processes reflect current staff capacity.
The adoption followed staff briefing in the study session earlier that evening. No public testimony was offered on the ordinance during the council meeting.
