Board approves elementary redesign to create dedicated 5–6 building at Arborwood South

The Monroe Public Schools Board of Education voted to approve a district elementary redesign that will convert Arborwood South into a dedicated fifth–sixth grade building beginning in fall 2025.
Administration framed the plan as a response to identified space and program needs in elementary schools and said the layout will eliminate split classes and provide dedicated encore classrooms. Superintendent Shaw presented the recommendation and told the board the administration believes the change will improve student outcomes: “Do you believe that this will increase student achievement? And from it from the bottom of my heart in the work that we're doing in our school, it's a yes,” he said. Supporters on the board cited the need to reduce carts and split classes and to create dedicated classroom space for encore instruction.
Opponents and cautious members pressed for additional data and public outreach before implementation. One board member warned about demographic trends presented earlier in work sessions, saying, “We're gonna lose 1000 kids in the school system in the next 5 years,” a projection drawn from census material discussed at prior meetings; other members asked for anonymous staff surveys and more quantitative community outreach to ensure the plan responds to current needs and to avoid unanticipated disruption. Another board member urged clarity on intra-district school-of-choice protections and on whether changes would force current families to move buildings; administration responded that families already accepted at a building would remain through the grade levels to which they were admitted.
The board held a roll-call vote after debating a motion to postpone the decision; the postponement motion failed and the redesign motion passed on the final vote. The board directed administration to proceed with implementation planning and with extra communications to families and staff as the district prepares for a fall 2025 start.
