Monroe Middle and Orchard Center remain on CSI list; ISD and district tracking supports progress

Kathy Berry told the board that Monroe Middle School and Orchard Center High School were identified as Comprehensive Support and Improvement (CSI) schools in November 2022 and explained what that designation entails. She said CSI is the most intensive category of state identification, intended to bring additional technical assistance and staffing from MDE and the ISD to support improvement.
Berry described exit criteria for CSI: schools must not meet the CSI entrance criteria again and must show two years of improvement in math and ELA proficiency ("an increase truly means any increase whatsoever," she said). She noted that schools formerly identified as ATS must also meet the original ATS criteria to exit.
District staff and ISD presenters described specific index components where the CSI schools can pursue gains — including assessment participation, growth, and reporting completeness — and said Monroe has access to ATS monies and other grants the district has used. Board members asked timeline questions about when the next review occurs; staff said CSI status is reviewed on a multi-year cadence with the next check in November 2025 for those schools.
Presenters emphasized collaborative monitoring: the district, ISD, and MDE work together to identify root causes and implement strategies. The ISD offered to continue partnering with Monroe to focus coaching and resources where data show the largest needs.
No new policy decisions were made at the session; instead the discussion focused on data-driven next steps and staff follow-up to provide more granular cohort-level projections and intervention plans for CSI buildings.
