Planning staff told the council that developers have approached the city about short subdivisions on small parcels and that several property owners are asking about accessory dwelling units (ADUs). "There's a few small lots that are about an acre and 0.5 that they wanna do a 3 lot subdivision on," staff said, and emphasized that current local code and septic capacity limit approvals without a nitrate study and county approval.
Council and staff reviewed the city's prior nitrate work. The chair recalled work done about two years earlier — wells were tested and data submitted to the county — and noted that county staff turnover has delayed follow-up. Staff said the city has asked to meet with county officials to revisit funding and study options; any subdivision or ADU that increases wastewater load will need septic-system approval from the county before the city issues building permits.
