The Waco ISD Board of Trustees voted July 22 to approve the district’s 2025–26 compensation plan, which blends state retention allotments with local funding to increase pay for a range of employee groups.
Presenting the plan, Dr. Renita Carradine said the district will apply the teacher‑retention allotment as required by law: "As we are all aware with house bill 2 and our teacher retention allotment, we are going to be giving $2,500 to those teachers with 3 to 4 years of experience and $5,000 to those with 5 years of experience or more." The proposal also raises the starting teacher salary from $53,000 to $54,000 and includes a 2% midpoint increase for administrators, professional staff and auxiliary employees.
The plan contains several stipend changes and reclassifications: lead dyslexia teachers and inclusion/resource dyslexia teachers will receive $2,000 stipends; PE lead teacher stipends increase; library, counseling and other extra‑duty scales were adjusted; and relocation reimbursements were increased for hires coming from beyond specified distance thresholds. Trustees moved to approve the plan and, after a clarification that stipend and retention allotment amounts may stack for qualifying staff, the motion passed unanimously.
The district will include the compensation changes in the proposed 2025–26 budget to be presented Aug. 14 and will finalize implementation details with HR and payroll.
