Council approves substituted consent agenda; removes item 3 for committee review

The Village Council reconvened and considered the consent agenda of 11 items. Because Councilman Kozlowski indicated he would recuse himself from item 3, councilmembers debated and adopted a substitute motion to approve items 1, 2 and 4 through 11 with a waiver of first reading and to move item 3 to a standing committee (to be handled on Councilman Kozlowski's committee).
The substitute motion received a second and a roll-call was conducted. The clerk called the roll and multiple councilmembers responded "Aye," after which the mayor and council announced the part of the consent agenda had passed and that item 3 would be moved to committee. The council then made a separate motion to formally move item 3 to a standing committee and that motion passed.
Council indicated the mayor's vote would be cast only on item 3 and the item will be reported out at the standing-committee level for further consideration.
