The court administrator said Compass has billed both labor and expenses and sometimes pays vendors up front because the court lacks a dedicated credit card, explaining: “So for several things, we let Compass pay for it, and we reimburse them.” The administrator also said equipment and backup costs are driving up the budget line and that part of the court’s higher costs stem from separate court IT requirements tied to judicial confidentiality and state case-management rules.
Commissioners and other staff questioned whether some services (Zoom, Microsoft Office) could be procured through county IT or consolidated to save money. One commissioner suggested targeted consolidation that protects judicial confidentiality while reducing duplicated services. Court staff agreed to provide spreadsheets and invoice-level breakdowns to show where savings could be realized and noted that Compass has proposed a 5% rate increase in the current contract period.
No final procurement decision was made; commissioners asked staff to return with itemized figures and to explore RFP options if Compass cannot reach acceptable terms.
