Waco ISD board approves 1.0266 property-tax rate for 2025–26

The Waco Independent School Board approved a property tax rate of 1.0266 per $100 of assessed value for fiscal year 2025–26, combining a maintenance-and-operations (M&O) rate of 76.64¢ and an interest-and-sinking (I&S) rate of 26.02¢.
Finance presenter Cheryl Davis explained the components and impact of the proposed rate. "The administration recommends an M and O tax rate of 76.64¢ per $100 assessed valuation and a proposed I and S rate of 26.02¢ per $100 of assessed valuation," she said. Davis also showed the arithmetic on an average residence: under the district's calculations the taxes on the average residence using the new rate would be $941.37, a reduction of $222.05 from the prior year's level using last year's rate.
During the formal motion, a trustee moved to "adopt a tax rate of 1.026600, which is effectively a 2.35% increase in the tax rate," and the motion was seconded. The board approved the rate by voice vote (all in favor; none opposed). Administration said the adopted rate will be the figure published on tax bills and that state hold-harmless aid and homestead-exemption adjustments may affect collections.
The board noted that adopting a rate higher than the voter-approved threshold would trigger an automatic election; staff confirmed the recommended rate remains below that threshold.
