With disagreement over how to spend newly forecast TIF revenue, Vice Mayor Fournier proposed taking the net new East CRA TIF receipts (after operations and existing debt service) and placing the funds into a project-escrow account to be allocated at a future meeting. "I'm gonna make a motion to amend the eCRA budget to take the 4,500,000 of new TIF revenue and put it into a project escrow line," Fournier said.
The proposal prompted detailed operational questions from staff and commissioners. Kimberly Vasquez cautioned that some line items — security, consultants and small vendor contracts — are paid from operations or specific line items and that moving all new money to escrow could temporarily leave no funding for these items. Joshua Waters and staff raised prompt-payment timing (45-day prompt-pay rules) and suggested a hybrid: park the new TIF but identify invoices and contracts that must be paid; use a non-response memo to authorize staff to pay urgent obligations until the October allocation decision.
After amendments and clarifying language about returning funds to proposed line items if October negotiations fail, commissioners approved a budget package that includes the escrow approach and a commitment to reconvene in October for final allocations.
