The Planning and Zoning Board approved a variance and a related lot split for 342 E Smith Street that will allow the lot to be divided so two new single‑family dwellings can be built.
Senior Planner Yvonne Conatser explained the variance would alter lot widths for proposed lots 9/10 and 11 to permit construction of two homes, each about 1,500 square feet. Staff noted each dwelling will require two parking spaces (a garage and driveway). The property owner intends to demolish one existing house to accommodate the two new homes; staff confirmed the applicant has coordinated with Duke Energy regarding replacement and upgrades to underground utilities. The future land use is Low Density Residential, and the site sits near a transition area into commercial and industrial zones along the eastern side of the city.
With no public comment, Board Member Linda Bennett moved to approve the variance and Board Member Mark Hide moved to approve the lot split; both motions were seconded and passed unanimously, 4–0. Staff recommended conditions for both approvals and the motions were approved subject to those conditions.
