The Winter Garden Planning and Zoning Board on Feb. 3 approved rezoning 1144 E Plant Street to Character Area Planned Unit Development (CAPUD), clearing the way for a single‑story 1,831‑square‑foot commercial office/retail building and a two‑story 1,848‑square‑foot live/work building.
Planning Supervisor Shane Friedman presented the application and recommended approval of Ordinance 25‑07, saying the proposed commercial zoning is consistent with the city's Future Land Use Map and that the overlay provides no restrictions on renting live/work units separately. Friedman said site‑plan review will address access and any required agreements.
Board Member Mark Hide moved to approve the rezoning subject to staff conditions; Board Member Linda Bennett seconded the motion, which carried unanimously, 4–0. The board recorded no public comments on the item.
The approval is limited to the rezoning request and the conditions approved by staff; further details such as site plan approval, access agreements and building permits will be resolved during subsequent administrative review.
