City staff explained that the city applied to and was approved for a State Revolving Loan through KDHE to fund the final phase of the wastewater treatment plant upgrade, and that KDHE had authorized up to $9,600,000 for the work. "They have basically authorized us to do up to the $9,600,000 to do the that last phase of the treatment plant, which includes installation of the treatment plant, new solids dewatering equipment, chemical phosphorus removal, replacement of our UV disinfection system, aeration blowers, ... and 1 standby generator to be added as part of that," the staff member said.
The staff member described loan mechanics, saying the SRF typically offers a lower interest rate than bond financing (staff stated an example: roughly 2.84% for the SRF versus about 4.64% for a bond) and that principal payments would likely begin about a year after the project's expected completion (staff estimated completion around September 2028 and first principal payments about September 2029). Council moved to adopt the ordinance authorizing the mayor to execute the Kansas Water Pollution Control Revolving Fund loan agreement and related documents; the motion was seconded and carried.
