Poplar Grove trustees approve package of routine resolutions, ordinances and policies

The Village of Poplar Grove Board of Trustees approved a bundle of routine actions at its March 11 meeting, voting to adopt four resolutions and two ordinances that the minutes describe as policy and code updates.
Trustees approved Resolution 2026-10 to authorize the Village President to sign an $800 agreement with Linda Ortiz Entertainment for face painting services at the village’s Neighbors Night event. The board also adopted Resolution 2026-12 (Petty Cash Policy) and Resolution 2026-13 (Daily Cash Drawer Policy). In addition, Resolution 2026-14 adopting the Water and Sewer Installment Payment Plan Policy and Procedures passed. Recorded votes listed Admin Chairman Owen Costanza, Finance Chairman Jeff Goings and Trustees David Allgood, Dan Cheek, Sinae Hubbard and Mark Vance as voting "Yea."
On ordinances, the board approved Ordinance 2026-08 to amend Title VI "Public Ways," Chapter 2 "Combined Waterworks and Sewerage Systems" and Ordinance 2026-09 to amend Title IV "Motor Vehicles and Traffic," Chapter 1 (including parking during snowfall provisions). Both ordinances were moved by Admin Chairman Owen Costanza and seconded as noted in the minutes; the minutes record the trustees listed voting in favor.
The actions were handled during the "Unfinished Business" portion of the agenda and carried either by roll-call vote (where recorded) or voice vote in the minutes. These measures update routine operational policies, event contracting and local code language; the minutes do not record extended debate or dissent on these items.
The board scheduled its next meetings for March 25 and April 8 and noted Village Hall will be closed April 3 for Good Friday.
