Board approves turnaround and targeted improvement plans for five campuses; TEA submission set

Carmen Logan presented required turnaround and targeted improvement plans for the district's identified campuses and asked the board for approval to submit them to the Texas Education Agency. She told the board the TAPs are required for campuses with multiple years of unacceptable ratings and that the district has adopted Bluebonnet math K—12 and state-approved RLA materials to support the work.
Logan identified GW Carver and Dean Hyland as turnaround campuses with multiple unacceptable ratings; Cesar Chavez, Parkdale and Kendrick were presented as campuses required to develop plans this year. She said Instruction Partners is working with Dean Hyland and Carver Middle School and that region 12 is supporting curriculum and leadership work. "While we're here tonight is board approval of our TAP and our TIP plans," Logan said, asking the board to approve submission.
After trustee questions about differentiation, PLC time and walkthrough cadence, the board moved, seconded and approved the TAP/TIP submissions; TEA was scheduled to receive the plans by Nov. 21 and to issue any revision requests by Jan. 23, 2026, with final notice by April 8, 2026.
