DRC sends Johns Lake Urban Village PUD back for revision over utilities, drainage and traffic issues

The Development Review Committee of the City of Winter Garden voted Jan. 29 to require a full resubmittal of the Johns Lake Urban Village Planned Unit Development (UVPUD) after staff identified outstanding engineering, planning and traffic review items. City Engineer Jim Monahan moved to have the applicants revise and resubmit the UVPUD for another full DRC review cycle; Building Official Skip Nemecek seconded and the motion carried unanimously 5-0.

City staff told the applicant team that engineering comments 1–17 apply to future submittals after rezoning and emphasized utility and stormwater requirements. Staff noted that "All on-site utilities shall be privately owned and maintained," and explained that water, sewer and rights-of-way easements remain city-owned when applicable. Staff also cited impact-fee requirements—50% of water/sewer impact fees for residential uses and 100% for commercial uses—and advised the applicants their geotechnical engineer may need to pursue a variance regarding underdrain details. The applicants said they understood staff direction and will submit a change of project engineer as part of future filings.

Planning staff recommended an outside meeting with the applicants to clarify extensive planning comments before revised plans are filed. Traffic-review items in a December 13, 2024 TIA memo were also flagged; staff advised that applicants contact the traffic consultant directly for clarification. The committee did not vote on any site-specific approvals and continued the matter for additional review.
