Weslaco ISD staff recommend Blue Cross renewal as trustees weigh $1 million claims contingency

He said the employee benefits committee voted unanimously to recommend renewal and that pharmacy rebate credits offset administrative fee increases: “the prescription drug rebate credit increased by $4.20…so that’s a wash…In fact, it’s $3.09 in favor of the district.”
Cantu warned trustees that claims — not administrative fees — are the larger cost driver and recommended adding a $1,000,000 budget contingency to address expected inflation in doctor and hospital costs: “we are anticipating a $1,000,000 increase to the budget to offset claim costs, not administrative fees.” Staff also described a roughly $890,000 true‑up received in February that reduces net pharmacy costs this year.
Blue Cross representative Tita Ilueguez answered trustee questions about network access and prior authorization for GL drugs such as Ozempic and Manjaro. She said MD Anderson is in the BCBS Texas network except for Medicare services and explained that the plan’s average negotiated discounts are about 75%: “we’re averaging 75% discount…so that means you’re paying 25¢ to the dollar for those claims.”
The board discussed next steps and requested additional utilization detail for the pharmacy line before final budget adoption. The insurance renewals will appear on the consent agenda for formal approval at the regular meeting.
