Christian Reiner showed a clip of a high-turnout Broken Arrow meeting to illustrate practical public-comment procedures, including fixed time limits, alternating supporters and opponents and arranging a larger venue when needed.
"During the public comments portion of the meeting, each speaker will be allotted 3 minutes," Reiner said when explaining the example. Councilors said McAlester typically uses informal sign-ups and can accommodate occasional questions but agreed they would implement stricter sign-in procedures if turnout increased substantially.
Council discussion focused on ensuring the public sees transparent processes (who is allowed to speak and how long) and on operational steps such as bringing a microphone to speakers who cannot come forward and separating staff from the public podium to avoid disruption.
