Planning commission approves special-use permit for 180 Chicago Church at 5550 Meadowbrook Industrial Court

The Planning and Zoning Commission voted 6–0 on Feb. 3 to approve a special-use permit allowing 180 Chicago Church to establish a campus at 5550 Meadowbrook Industrial Court, in the city’s M‑1 Business Park zoning district.
Attorney John O’Connor introduced the project team and Scott Fowle, the church’s campus director, who described plans for the congregation to occupy roughly 25,000 of the building’s approximately 35,000 square feet. Katie Orrico, CEO of the American Association of Neurological Surgeons (AANS), said the sale-leaseback arrangement will retain AANS in about one-third of the facility while freeing the rest of the building for the church. "a win-win for the AANS, the Church, and the City of Rolling Meadows," Orrico said.
Staff recommended approval with three conditions: provision of five double bicycle racks, screening for the southeast trash enclosure, and dedication of a 10-foot shared-use path easement along the west perimeter. Planner/Management Analyst Robert Savage told commissioners the site "has access to 179 parking spaces; the Zoning Code recommends 86 for this land use," and staff concluded there is no immediate parking shortfall under the Code.
Commissioners questioned noise separation, children’s spaces, potential outside events, and traffic. Project representatives said the auditorium (258 seats) is intended for church services and private events such as weddings, the planned nursery is not a licensed daycare, and there are no outdoor play areas. The petitioner said the existing recorded parking easement with the adjacent property will allow shared parking as needed.
During public comment, residents urged caution about ingress, egress and pedestrian safety near Algonquin and Golf roads. Staff and the City Engineer relied on Average Annual Daily Trip estimates from the Illinois Department of Transportation and recommended no traffic study, while noting the City is planning a Meadowbrook realignment project to improve sight lines. The commission’s approval carries the staff-recommended conditions and recorded roll-call votes: Buckingham, Burchert, Ferstein, Gercken, Modi and Roos voted yes (Leone absent).
