On federal compliance, staff explained several new policies were required to align with the U.S. Department of Education's Uniform Grant Guidance (EDGAR), including internal controls, conflicts-of-interest provisions and sealed-bid rules that apply when federal funds are used. The administration said those EDGAR-driven updates are largely technical but necessary to maintain grant eligibility. Members asked for follow-ups on sealed-bid language in grant contexts and for clarity about dual-enrollment and college-course parental-notification language; staff agreed to return with clarifications.
