Residents split at Truth in Taxation hearing; some urge phased increases and transparency

City Recorder Michelle Mortensen opened the Truth in Taxation presentation and explained the certified tax rate and how the proposed changes would affect homeowners. The presentation preceded a public comment period in which residents raised questions about the size and timing of the proposed increase.

Several residents expressed support for increased revenue to maintain services; Matt Bell noted there had been no tax-rate increase in 15 years and said dipping into savings is irresponsible. Other commenters urged more transparency and a phased approach. Brandon Everett said he was "very ecstatic that we are doing Zoom" and supported the increase in principle but preferred it be staged rather than imposed all at once.

Nathan Harmston pressed for numeric clarification: he asked why "doubling the tax rate would result in only a 6% revenue increase," and requested a clearer record of how many years the city has used savings. Callie Carter and Justin Taylor asked for line-item visibility to see what specific costs or shortfalls are driving the proposal. Rulon Dye, a lifetime resident and former council member, said the increase was "overboard," while others, including Neal Sawyer, praised the city's fiscal stewardship and urged prudence.

Council members acknowledged residents' concerns and reiterated that budget reviews are public and ongoing. Officials recommended that residents attend future hearings and contact council members directly for line-item questions.
