The City Council on March 10 awarded a professional-services contract to Suburban Consulting Engineers for environmental oversight related to the Pulaski Street Pickleball and Tennis Courts project.
Officials said soil sampling during design found contaminant concentrations exceeding New Jersey Department of Environmental Protection residential standards and migration-to-groundwater thresholds. The awarded contract—time and material basis, not to exceed $205,520 plus reimbursables—covers preparation of a remedial action work plan, perimeter air monitoring during soil disturbance (up to three months), and Licensed Site Remediation Professional (LSRP) field oversight and reporting.
The resolution authorizing the contract noted the previous design work that included court fencing, bleachers and LED sports lighting, and that remediation activities are required by the New Jersey Administrative Code to protect the surrounding environment and sensitive receptors. The award was made following a qualifications-based fair-and-open process and carried unanimously.
