City Manager warns SB 927 could let developers bypass Altamonte Springs review; staff to propose local parallel process

City Manager Frank Martz warned commissioners that Senate Bill 927 would let developers hire private engineers to certify compliance with the City’s Comprehensive Plan and Code, potentially allowing developments to proceed without the City’s substantive review.
“Developers could receive a development order without substantive City review other than a limited opportunity for the City to provide comments,” Martz said, describing the bill’s effects. He told the Commission that the legislation is before the Governor and that staff has posted an advertisement for a proposed ordinance to create a parallel process so applicants may still choose the City’s existing review with staff assistance.
Martz said the City will bring the proposed ordinance before the Commission as soon as possible so the local parallel process can be in place before the bill’s effective date. The discussion was framed as a procedural and policy response rather than a new regulatory change enacted at this meeting.
