Wheaton hires CCS International for cost estimating and value engineering for police, fire projects

Wheaton's City Council on Jan. 20 adopted Resolution R-2026-07 to contract with CCS International, Inc. for independent cost estimating and value engineering services related to Police Station renovations and a replacement Fire Station. The authorized total is not to exceed $129,859.20.
City Manager Michael Dzugan said staff recommended the contract to help evaluate design elements and noted the city has previously used the firm on the Downtown Streetscape and Library projects. He added "there is a possibility that the City might not need the cost estimating services after the development phase, which will be assessed at that time." Dzugan also reported that "these costs can be reimbursed by bond proceeds expected from a sale planned for the fourth quarter of 2026." The resolution passed by unanimous vote.
The contract is described as an independent evaluation step to help the city make design and budget decisions for two major capital projects. The council did not record a public comment period for this agenda item or a detailed cost-benefit analysis during the meeting. Staff will determine whether to proceed to full procurement and construction phases after design evaluation and budgeting steps are complete.
