Wheaton council unanimously approves 0.25-point local sales tax hike

The Wheaton City Council on Jan. 20 passed Ordinance O-2026-02 to increase the city's home-rule sales tax from 1.00% to 1.25%. City Manager Michael Dzugan told the council the change would take effect July 1, 2026 if filed with the Illinois Department of Revenue before April 1, 2026.
Dzugan said the ordinance had a first reading on Jan. 5 and was discussed during planning sessions and budget talks. "The ordinance will raise local sales tax from 1% to 1.25%, effective July 1, 2026, when filed with the Illinois Department of Revenue before April 1, 2026," he stated during the meeting.
Councilman Brown moved the ordinance; Councilman Clousing seconded. The roll-call vote was unanimous with all seven council members voting aye and no nays or absences.
The increase applies to the Home Rule Retailers' Occupation Tax and the Home Rule Service Occupation Tax. City staff presented the ordinance as part of the adopted budget discussions; the council offered no amendments before passage. The council did not discuss specific line-item uses tied to the additional revenue during the recorded proceedings.
The ordinance follows a first reading earlier in January and will be effective upon filing with state authorities if the filing deadline is met. The council recorded the passage as a formal roll-call motion, and no council member voted against the measure.
