President Randy Harp told Regents that spring enrollment is relatively stable overall, but the College continues to see declines in face-to-face instruction offset by increases in online enrollment and shifting student demographics since the pandemic.
Harp summarized a draft performance-based funding formula being reviewed by the Oklahoma State Regents and Legislature. He listed metrics in the draft including enrollment, retention and graduation, workforce outcomes and opportunity (serving underprepared and first-generation students). Concurrent enrollment and certifications are not currently included in the draft and the College is advocating for their inclusion.
Separately, the Foundation adopted an updated investment policy for a McKenzie Scott gift, directing most funds be invested for long-term student benefit and creating a committee to oversee earnings distribution.
