Planner briefs council on short plats, commercial proposals and comp-plan amendment

Jim Gibson, the city planner, gave the council short updates on several local development proposals and code issues. He said short plats at Trotter and Lubasmeyer are moving forward pending septic or sewer approvals, Seattle Street's six-lot short plat has recently broken ground, and Wayne's ProBank has applied for a conditional-use permit that will require staff review and a planning-commission hearing. Gibson noted that developers often need to bring engineered proposals and code-compliant plans for staff review rather than relying on informal requests.
Gibson also updated the council on Jason's Greenhouse and a potential microbrewery site. On Jason's project he said the use is allowed and "the landscape business is allowed there. It's zoned correctly," but the building's configuration requires a fire-sprinkler system and the developer must submit a code-compliant proposal. Penny's Brewery submitted a pre-submission conference request last week but faces heavier septic requirements in the absence of a municipal sewer. Gibson urged applicants to work with building and fire officials to produce plans staff can accept for formal processing.
