Staff told the board impound yards and junkyards are defined differently in the code and that impound yards (allowed in GB/LI/HI) have sometimes expanded in intensity without clear site standards. The draft would add a specific definition plus yard requirements (setbacks, screening, separation, parking) and require that certain conditions be met before issuing certificates of occupancy.
"We do not have site development standards specific to impounding yards, and that's something that we would like to do," the staff member said. Commissioners described local examples where impound operations had grown and urged standards that prevent visual blight and ensure safe operations. Staff said ADEQ and ADOT may be implicated in some cases and that the county will coordinate statutory and agency requirements when drafting standards.
