Summer (S8) told council the city is preparing to bid an expansion of the wastewater treatment plant and construction of a new south water treatment plant; she said the owner's representative would help with bidding, change orders, construction pricing and coordination between design and construction teams. "So, to kind of walk us through... would be, 5 46, 546,120," Summer said while describing the proposed scope and cost. Staff said the work would be funded from bond proceeds and savings associated with a Texas Water Development Board loan. The council approved the agreement unanimously.
Council asked about the scope of site visits; staff confirmed the proposal included up to 24 site visits as part of the estimated effort and that the contract is an up‑to proposal so the city pays only for work performed.
