Washington Borough Council adopted Resolution 2026-26 on Feb. 3 appointing Brian Bond as the Municipal Housing Liaison and Heyer and Gruel as the Administrative Agent to administer the borough—s affordable housing program under the New Jersey Fair Housing Act. The motion carried unanimously (Ayes: 7, Nays: 0).

At the meeting Attorney Erik Peterson explained that the housing agent will administer the affordable-housing program—s lottery process: applicants are placed in order when they are eligible and the agent will take initial applications and qualify applicants to determine eligibility. Councilman France asked whether seniors, veterans and people with disabilities are placed in the same pool; Peterson responded that none of the projects were designated specifically for disabled or seniors and that the developer or housing agent could request specific designations going forward. The resolution formalizes the borough—s administrative structure for compliance with the Fair Housing Act and to manage occupancy and affordability controls.

The resolution follows statutory requirements under the New Jersey Fair Housing Act and assigns responsibility to the Municipal Housing Liaison and the administrative agent to ensure proper applicant screening and recordkeeping. Implementation actions include issuing application materials and coordinating lotteries as units become available.
