Greenville staff propose a 9.23% water/sewer rate bump tied to bond plan

As part of the financing discussion, staff told the council it will request NewGen to update the city's water rate study and outlined a possible rate increase tied to the capital plan.
Summer told council that updating the 2022 study is needed to capture new projects and revenue changes and that, under the accelerated CIP shown in staff slides, an estimated 9.23% rate increase would be scheduled for October 2026. She reviewed current base charges and the proposed changes: "Base water is at $36.63, and then base sewer is at $27.40. So we'd move to that $40.40 dollars and 42¢ for the base water and then $29.52, for the sewer," she said, noting that the minimum bill would move from about $64.03 to about $69.94.
Council discussed sequencing the utility model and the wastewater collection system study so that the rate decisions reflect up‑to‑date engineering inputs. Staff recommended NewGen produce updated projections before final council decisions on rate ordinance timing for fiscal year 2027.
